About Project

The second phase of the Enhancement of Participatory Democracy in Turkey: Monitoring Gender Equality supported by the European Union was started by the Association for Monitoring Gender Equality (CEİD) on 2 January 2020.

The project known shortly as CEİD-İzler pursues the following objectives: Enhancing indicator-based monitoring capacity and awareness of civil society organizations with their focus on gender equality; encouraging organizations engaged in rights-based monitoring to incorporate a gender perspective into their work; supporting local governments in developing, implementing, and monitoring their policies from a gender equality perspective; and encouraging the adoption of the approach of indicators-based gender equality monitoring by civil organizations, local governments and the public sector.

Our project is implemented in 9 provinces: Adana, Ankara, Gaziantep, İstanbul, İzmir, Trabzon, Eskişehir, Mersin and Samsun.

 

Project Target Groups

For gender equality mainstreaming, there is first the need to promote the indicator-based monitoring of gender equality. This, in turn, will be possible when leading actors in public and private spheres incorporate the approach of indicator-based monitoring into their work. Hence, we shall be carrying out our work in cooperation with the following:

  • Local Equality Monitoring Platforms (LEMP) established by CEİD in pilot provinces,
  • CSOs engaged in gender equality and rights-based activities,
  • Academics and academic units of universities working on gender issues,
  • Professional organizations with public benefit status,
  • Municipalities and local gender equality units,
  • Gender equality related units and experts of trade unions.

 

Project Objectives

The following are envisaged for mainstreaming gender equality and strengthening participatory democracy in Turkey:

  • Supporting the incorporation of international norms and standards developed for GE into legislation, enforcement, and monitoring policies in Turkey;
  • Mapping and reporting of GE-related problem areas;
  • Contributing to the institutionalization of an independent, scientific, and mainstreamed rights-based monitoring strategy in Turkey by developing gender-sensitive monitoring indicators;
  • Contributing to the realization of gender equality through gender-sensitive and rights-based monitoring;
  • Encouraging civil and public organizations to support and adopt this approach in their own work in order to promote the indicator-based monitoring of GE;
  • Supporting civil society organizations engaged in advocacy activities in this field and, in the longer term, creating a large network of civil organizations engaged in rights-based monitoring in Turkey.
